Former Secretary of State Donald Rumsfeld would have been astounded to find a new unknown unknown if he had seen Kamala Harris near the 38th parallel on the Korean Peninsula. Rumsfeld distinguished between “known knowns,” “known unknowns,” and “unknown unknowns” when describing global concerns.
